I am also not so sure.

But i treat it as non-spa/health centre massage. Operating alone. But a minority of the MLs advertised in this sections are working in spa though.

Nothing to do with singaporean or pr although some of the MLs are converted.

As for Nuru, may be it is due to not many MLs are providing the service...

Typically they are MLs that are here for a longer time, some more than 3 years. They are more of the MILF catergory (likely no SYT). PR or not, not definite. From experience, a few that I visit, are here for long time for different reasons (accompany child for example).
