4-Star & Above Hotel Policy?

Do local social escorts only accommodate 4 star hotels and above and not budget hotels? What is the reason behind it? How much does a typical 4 star hotel room costs for 2 hours? Some budget hotel rooms are not bad too with full facilities including wifi and cable tv so I can't understand why they will only go to 4 star hotels!
