I think there is some guidelines to sharing contact.
1) look at the history of the ctc requester, I would not give to a high rep points with no FR. It is fast to gain points here. Notice how many TS MIA after starting a good story.
2) New samster, I would say sorry as I guess you would need to look around the forum and post fr and gain trust.

I would want to totally agree with you, but seriously , I can't.
the point being that as a newbie, if no one were to give them any contacts, they will not be able to post any FR. Unless they themselves, find one to try and post an FR.( then they would become TS).
So in view of this it's rather difficult. Therefore, it's totally up to the discretion of the TS. I am sure that, they will somehow, have enough experience in vetting thru, before giving out the contacts.
